Reading is a means of language acquisition, communication, and sharing information and ideas, Reading text is now an important way for the general population in many societies to access information and make meaning. Reading is typically an individual activity, although on occasion a person will read out loud for the benefit of other listeners. Proficient reading depends on the ability to recognize words quickly and effortlessly. If word recognition is difficult, students use too much of their processing capacity to read a sentences or paragraph, which interferes with their ability to comprehend what is read.
The researcher would like to focus on developing English reading evaluation based on survey, question, read, recite, and review (SQ3R) technique in junior high school especially for seventh grade. Then, the researches assume that if the English reading evaluation has suitable with the technique, the learning process will more effective.
In this researcher, the researcher use formative research as the research design. There are four steps in formative research, they are: self evaluation, expert review (experts reviews the instruction with or without the evaluator) and one-to-one (one learner at a time reviews the instructional with evaluator and give comments upon it), small group (the evaluator tries out the instruction with a group of learners and records their performances and comments) and the last is field test (the evaluator observes the instruction being tried out in a realistic situation with a group of learners).
The researcher used content validity. The result of reliability and implementability were valid. The reasercher also used reliability and it had been checked by two expert especially in English program. They result of reliability was 0, 97. It means that the reliability of the questioner was enough and reable to use in different time.
